A Difficult Word for Real Life
Romans 13 begins with a command that many readers find difficult: “Let every person be subject to the governing authorities.” This is not an abstract sentence. Paul wrote to Christians living under the Roman Empire, not under a perfect government. He knew that earthly rulers could be unjust, proud, confused, and even hostile toward believers.
That makes the command more sobering. Scripture does not call believers to honor authority only when authority is ideal. It teaches that civil order itself is part of God’s providential design. Human government is limited, imperfect, and accountable to God, but it is not meaningless.
The Christian life is public as well as private. Romans 12 taught us how to live in the church and toward enemies. Romans 13 now teaches us how redeemed people live within society, law, responsibility, and civic order.
Authority Is Not Ultimate, But It Is Real
Paul says there is no authority except from God, and those that exist have been instituted by God. This does not mean every ruler is righteous. It does not mean every law is holy. It does not mean governments never abuse power. Scripture itself records faithful people disobeying human commands when those commands directly oppose God.
But Romans 13 teaches that authority as an institution is not accidental. God restrains chaos through ordered structures. Government can punish evil, protect life, and preserve a measure of justice in a fallen world. Without order, the strong devour the weak.
Therefore Christians should not be naturally rebellious people. We are citizens of heaven, but that does not make us careless citizens on earth. We honor God by living responsibly, truthfully, and peaceably where He has placed us.
When Submission Is Not Worship
Submission to authority is not worship of authority. Only God is ultimate. The state is not savior, lord, or final judge. When earthly authority commands what God forbids or forbids what God commands, believers must obey God rather than men.
This distinction protects us from two errors. One error is lawless rebellion, where we resist authority simply because we dislike limits. The other error is blind obedience, where we treat human authority as if it could never be questioned. Romans 13 calls us to ordered submission under the higher Lordship of God.
A Christian can be respectful without being naive. We can honor office without idolizing power. We can obey laws while remembering that every ruler will answer to the King of kings.
Pay What Is Owed
Paul becomes practical: pay taxes, revenue, respect, and honor where they are owed. This is not glamorous spirituality. It is ordinary obedience. The gospel shapes how we handle money, law, reputation, and public responsibility.
Some people want dramatic spiritual experiences while neglecting basic faithfulness. Romans does not allow that division. The same believer who sings worship must also live honestly, pay what is owed, and refuse unnecessary disorder.
Christian witness is damaged when believers become known for dishonesty, contempt, or careless rebellion. We may disagree strongly with leaders and policies, but we must not lose the character of Christ.
Living Under a Higher Kingdom
Romans 13 is not a call to political passivity. It is a call to live under God’s sovereignty in the public world. We pray for rulers. We seek justice. We honor what is honorable. We resist evil when obedience to God requires it. But we do all of this as people whose ultimate hope is not in earthly power.
This helps us avoid despair. Governments rise and fall. Leaders disappoint. Laws change. Nations shake. But Christ remains Lord. The believer can live responsibly in earthly society because he belongs to an unshakable kingdom.
Christian submission to authority is not the worship of human power, but public obedience lived under the higher Lordship of Jesus Christ.
